The High Civil Service was constituted at its fifteenth session held on 5 April 2011 to comprise
1) the following experts in the fields important for the work of public administration:
- Dr Nebojša Janićijević, Professor at the Faculty of Economics in Belgrade;
- Dr Slaviša Orlović, Docent at the Faculty of Political Science in Belgrade;
- Dr Goran Obradović, Docent at the Faculty of Law in Niš;
- Dr Bogoljub Milosavljević, Professor at the Union University Faculty of Law;
2) the following officials appointed by the Government:
- Milica Dražić, Assistant Minister for Human and Minority Rights, Public Administration and Local Self-Government;
- Vladana Jović, Assistant Minister for Human and Minority Rights, Public Administration and Local Self-Government;
- Dragan Radulović, Secretary of the Ministry of Defence;
- Nada Miljuš, Assistant Secretary-General of the Government;
- Mirjana Tadić, Assistant Director at the Directorate for Agrarian Payments in the Ministry of Agriculture, Trade, Forestry and Water Management;
- Ranka Vujović, Assistant Director at the Republic Legislation Secretariat.
Milica Dražić, Assistant Minister for Human and Minority Rights, Public Administration and Local Self-Government was elected president of the Council at the same session.
